Job Summary:

The Health Field Officer 2 -under the supervision of the Health Field Officer 3- contributes to the implementation, running, and monitoring of the health activities related to Primary Health Care (PHC), the Hospital support program, as well as Health Care in Danger (HCID) transversal file, related to the spill over of the ILOT crisis. The role focuses on achieving the objectives outlined in the delegation’s budget extension. The Health Field Officer 2 possesses the necessary skills to oversee programs independently and deliver services autonomously in various health settings. This position actively contributes to the planning and coordination of PHC activities at the field level. The qualified candidate should have a degree in degree Nursing, Medicine, Public Health, or any other job relevant field, with 3 to 5 years of experience in a similar field at international/non-governmental organization. 

General Description:

The role focuses on achieving the objectives outlined in the delegation’s budget extension. The Health Field Officer 2 possesses the necessary skills to oversee programs independently and deliver services autonomously in various health settings. This position actively contributes to the planning and coordination of PHC activities at the field level. 

Objectives and Tasks:

1 – Program Implementation:

  • In collaboration with the relevant health team members and the HFO2 in the south, ensure the implementation of the PHC and Hospital Support programs, Emergency preparedness, and response, according to the delegation’s budget extension.
  • Collaborates with the ICRC hospital team to establish functional referral pathways for emergencies.
  • Takes duties on the hotline
  • Ensures regular ordering and delivery of supplies to the supported health facilities, limiting stock out and closely follow up on their management and consumption, and is responsible for the Donation Tracking Procedure for all deliveries submitted.
  • Contributes together with the HFO3, to health need assessments, and the health situation monitoring.

2 – Emergency Response:

  • Assisting the HFO3 in conducting, a rapid health needs assessment in case of a sudden onset emergency.
  • Assisting the HFO3 in facilitating any emergency health response ensuring a coherent approach within Health programs and collaborating with other department.

3 – Health Care in Danger (HCiD)

  • Conducts HCiD’ dissemination sessions,
  • Reports incidents data collection and cases’ follow up, develops and promotes HCiD related initiatives.

4 – Stakeholder Collaboration:

  • In close collaboration with the HFO3, maintains regular dialogue with authorities, external interlocutors, and relevant stakeholders to facilitate communication on and coordination of PHC activities, thereby ensuring more efficient implementation of health programs.
  • Regularly updates health stakeholder mapping.

5 – Monitoring and Evaluation:

  • Ensures the regular monitoring of the PHC program’s activities, assesses progress towards set objectives, and identifies areas of improvement.

6 – Planning and Coordination:

  • Actively participates in the planning and coordination of Health activities.
  • Coordinates with other departments or other actors for the referral of beneficiaries according to criteria.
  • Participates in internal and external training.

7 – Administration, Reporting and Communication:

  • Prepares regular reports on PHC activities, achievements, challenges, and recommendations. Ensures accurate and timely documentation of Health-related data.
  • Develops and/or contributes as required to specific reports e.g. minutes of meetings, field trip reports, quarterly technical reports, project documents, etc.
  • Translates documents from English to Arabic and vice versa according to the needs.
  • Ensures necessary administrative work is completed in a timely manner.
  • Registers and treats information (general and specific) accurately and with confidentiality.
  • Actively participates in team meetings and planning in the Health department, across the delegation.
  • Actively participates in stakeholder mapping, networking, and internal/external meetings.
  • Is responsible for organizing field trips and following ICRC procedures.
  • Works in collaboration with other members of the team following the communication lines, being respectful and diplomatic as a part of a multidisciplinary and multicultural team.
  • Is responsible for the completion of Monthly Activity Database (MAD) on time on monthly basis for PHC, ensure the reliability and consistency of the collected data.

General Duties:

  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.
  • Respects and observes staff regulations and security rules at all times.
  • Represents the ICRC in a professional manner at all times.
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Additional Duties:

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for own professional learning and development.

Job Details:

  • Job Location: Beirut, Lebanon.
  • Working Schedule: Monday till Friday, from 8 Am till 5 Pm.
  • Contract Type: Fixed Term, until 31.12.2024 (renewable based on performance and need for position).
  • Salary Package: USD 2,037 – 4,159 per month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
