Job Description: **Water, Sanitation, and Hygiene (WASH) Program Manager**

**Action Against Hunger (ACF),** a prominent international humanitarian and development organization dedicated to eradicating hunger and malnutrition across more than 46 countries, seeks a qualified Water, Sanitation, and Hygiene (WASH) Program Manager for its Jordan program.

**Context:** The protracted Syrian conflict has resulted in a significant influx of refugees into Jordan, placing considerable strain on the nation’s economy and resources. Syrians often face precarious employment conditions and lower wages, predominantly occupying low-skilled, informal positions. Given Jordan’s existing unemployment challenges, exacerbated for Syrian refugees, ACF is committed to supporting sustainable solutions through integrated WASH programs.

**Position Summary:** The WASH Program Manager will be responsible for the comprehensive planning, execution, and oversight of a large-scale project focused on watershed management, sedimentation control, and water quality improvement interventions within the Mujib and Wala catchments. This role requires a strong understanding of hydrological analysis, erosion mitigation techniques, pollutant control measures, and community-based approaches to enhance water retention, reduce flood risks, and promote environmental sustainability. The Program Manager will supervise the construction of gabion check dams, riprap structures, and other erosion control measures, ensuring technical feasibility, cost-effectiveness, and long-term viability. Additionally, the role necessitates expertise in flood risk reduction and community-led water governance. The Program Manager will also oversee the Cash for Work (CfW) component, ensuring equitable participation, labor compliance, and effective community engagement. Further responsibilities include budget management, procurement, contract oversight, stakeholder coordination, and adherence to national labor and environmental regulations. The primary work locations will be the Karak and Madaba Governorates.

**Key Responsibilities:**

1. **Strategic Contribution:**
* Contribute to the formulation and refinement of the organization’s WASH sector strategy.
* Ensure team understanding and adherence to the WASH strategy and the Core Humanitarian Standard (CHS) throughout project implementation.
* Promote the integration of WASH interventions with other sectors, considering gender and other cross-cutting issues, in collaboration with relevant stakeholders.
* Monitor and analyze project Key Performance Indicators (KPIs), ensuring compliance with ACF humanitarian principles and the WASH sectoral strategy.
* Contribute to operational strategy development based on mission capacities and identified needs.
* Gather, analyze, and disseminate relevant information during technical and operational strategy meetings.
2. **Needs Identification and Project Elaboration:**
* Contribute to the identification and analysis of humanitarian, emergency, and development needs within the intervention area to inform future program design.
* Conduct needs assessment missions using appropriate methodologies, contribute to assessment tool development, and train data collection teams.
* Collect and review secondary data, supporting the WASH Head of Department (HoD) with literature reviews and stakeholder coordination.
* Analyze assessment findings and provide recommendations to guide program definition, implementation methods, and contextual considerations.
* Participate in needs assessment meetings with local authorities and stakeholders.
* Contribute to defining WASH interventions in the early project stages, including activity costing, target population identification, and logical framework development.
3. **Project Implementation and Reporting:**
* Plan and technically design watershed rehabilitation interventions, integrating hydrological and topographic surveys, sediment yield analysis, and flood risk assessments.
* Implement Cash-for-Work (CfW) components in compliance with Jordanian labor laws and GIZ CfW Standard Operating Procedures (SoPs).
* Oversee the full cycle of CfW activities, including equitable recruitment, safe worker deployment, and fair compensation.
* Supervise the construction and quality control of physical structures, coordinating procurement and delivery of construction materials.
* Collaborate with engineers, environmental specialists, and local stakeholders to ensure compliance with technical and environmental standards.
* Ensure financial oversight and compliance through procurement plan development and budget tracking.
* Ensure structured project reporting and monitoring, developing monthly Activity Progress Reports (APRs) and tracking key performance indicators (KPIs).
* Support strategic alignment and stakeholder engagement, ensuring project alignment with the logical framework, budget, and donor requirements.
* Ensure team and community safety by identifying construction and conflict-related risks and enforcing occupational health and safety (OHS) standards.
* Regularly update internal systems and coordination mechanisms, providing timely contributions to donor reports and maintaining communication with the WASH HoD and support teams.
4. **Quality, Accountability, and Impact Measurement:**
* Contribute to project knowledge management and continuous learning, documenting lessons learned and best practices.
* Promote and participate in project impact evaluations.
* Ensure professional application of the Complaints and Feedback Mechanism (CFM).
* Ensure the collection, organization, and uploading of all project means of verification on the No Hunger Forum (NHF).
* Participate in writing Terms of Reference (TOR) for external evaluations and attend relevant meetings.
* Initiate KAP (Knowledge, Attitudes, and Practices) surveys at the beginning and end of each WASH project.
* Collaborate with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department and the WASH HoD to plan, develop tools for, and implement baseline and end-line assessments.
* Maintain comprehensive project documentation.
5. **Coordination, Representation, and Partnerships:**
* Coordinate activities with other sectors and departments to ensure resource efficiency and optimum integration.
* Participate in visits by funding bodies as requested.
* Represent Action Against Hunger and ensure coordination with partners, authorities, UN agencies, and NGOs.
* Contribute to the partner selection process and formalize partnerships.
* Reinforce the WASH capabilities of partners.
* Collaborate with the WASH HoD on national coordination with donors and external parties, and with the grants coordinator on grant reporting.
* Act as the key liaison between ACF, donors (GIZ), and national authorities.
6. **Team Supervision and Management:**
* Determine the HR structure needed for project implementation.
* Motivate, monitor, and lead the team.
* Evaluate team member performance, identify development areas, and define capacity-building actions.
* Participate in team recruitment.
7. **Capitalization and Technical Development:**
* Capitalize program-related data and document innovations.
* Disseminate acquired technical and operational expertise.
* Contribute to the upward transmission of data to inform ACF communications.
* Compile essential technical documents for capitalization and audit purposes.
8. **Adherence to Gender Requirements:**
* Commit to and comply with the organization’s gender, age, and diversity principles and policies.
