Job Description AECOM is seeking a highly experienced and motivated Tunnel Lead to join our team in Dubai, United Arab Emirates. This critical leadership role will oversee large-scale tunnel projects across the Middle East region, ensuring successful execution from project inception to completion. The Tunnel Lead will be responsible for the leadership and strategic direction of AECOM’s Tunnelling business within the region. This encompasses stakeholder engagement, client intelligence, business development budget and pipeline management, securing and delivering framework agreements and projects, managing key performance indicators (KPIs), and ensuring robust governance and review processes are implemented throughout the bidding, project management, and design delivery phases. The successful candidate will collaborate effectively with other practice and discipline leads within the region, as well as the Work Winning Lead, SHE Lead, Operations Lead, and the wider AECOM business, including other end market leads, Strategic Account Managers (SAMs), Client Account Managers (CAMs), and leaders in other geographic regions. This role will involve direct client engagement with significant clients, consultants, and contractors. Furthermore, the Tunnel Lead will be an integral member of the Global Tunnelling Team, supporting the Global Practice Tunnelling Lead, representing the Middle East region, and collaborating with Tunnelling Leads from other AECOM regions. Roles and Responsibilities: Drive the growth, strategy, and sales of AECOM’s tunnelling services within the Middle East region. Collaborate with regional executives, business line executives, and market sector and account management leaders to develop and implement strategic growth plans that ensure the financial success of the region. Provide industry leadership across all market sectors from a tunnelling perspective, and lead the sales planning process. Oversee the development of capture strategies and direct pursuits for tunnelling elements of project opportunities. Represent AECOM in relevant state and industry group forums. Provide guidance and coaching to business development, market sector, account management, and other regional sales support staff. Act as a member of the local Civil Infrastructure management team, focusing on optimizing the overall performance of the region. Work Winning / Clients: Develop and maintain strong relationships with key clients and members of the supply chain within the tunnelling business, and more widely as appropriate, to build a robust pipeline of projects and opportunities that will deliver the region’s annual planned revenue, margin, and bookings from a tunnelling perspective. Lead key bids and framework agreements as required. Promote a culture of success and drive a winning strategy. Engage with the wider AECOM business, including other end markets, SAMs, and CAMs, to support strategic objectives and growth targets. Manage the business development and bid delivery process within budget. Manage and motivate the regional team to cultivate effective client relationships and opportunity pipelines. Excellence in Execution: Deliver the operation’s KPIs for the region, including revenue, margin, Design Quality Index (DQI), growth, attrition, risks, and opportunities. Promote the appropriate use of governance and processes to support the business. Ensure that all projects within the region are appropriately resourced and managed. Ensure that all projects have appropriate technical oversight and champion technical quality. Lead succession planning and professional development within the region. Work collaboratively with regional leads across the Middle East and with disciplines across AECOM to deliver best-in-class bids and projects. People: Ensure that the tunnelling business has an appropriate professional discipline structure, succession plans, and development programs. Instill a culture of knowledge sharing, insights, and continuous learning. Specific Skills Required: Proven ability to lead growth strategy development and delivery. Demonstrated success in cultivating strong relationships with clients and partners. Proficiency in using KPIs to manage and improve performance. Exceptional leadership and team development skills, particularly in managing teams primarily composed of engineers. Experience in managing AECOM’s interface with key clients. Ability to promote a culture of success and drive a winning strategy. Exemplary role modeling of compliance with governance and processes. Ability to engage with the wider AECOM business, including other end markets, to support strategic objectives and growth targets. Passion for technical excellence and quality. Extensive experience in bidding and leading major infrastructure design opportunities. Strategic thinker with strong literacy, numeracy, and articulation skills. Sound commercial understanding. Comprehensive understanding of the processes and practices involved in the design and delivery of tunnelling projects in the transportation, water, and energy sectors. Flexible and proactive approach to problem-solving. Recognized technical leader in the field of tunnelling. Qualifications: Bachelor of Science or Engineering degree from an accredited university in a related Civil Engineering discipline. Master of Science/Engineering or PhD degree is advantageous. Chartered Engineer (CEng), Professional Engineer (PE), or equivalent licensing/registration as a professional engineer is required. Relevant registration is required in Qatar, Bahrain, and the UAE. Experience: Minimum of 18 years of relevant experience; however, consideration will be given to candidates with advanced degrees (Master’s or PhD) and exceptional qualifications. Proven experience in leading tunnelling opportunities and projects. Prior experience in leading multidisciplinary teams. Extensive experience in engineering design and/or construction supervision in tunnelling. Confident and knowledgeable regarding the importance of safety and quality in design.
