This position is responsible for conducting feasibility studies, developing conceptual designs, and performing load estimations for new District Cooling projects. The incumbent will lead the conceptual and detailed design of District Cooling underground networks, plants, and energy transfer stations, and independently manage and coordinate all design-related activities. This role requires effective liaison and coordination with clients and stakeholders to ensure the seamless execution of projects.

**Key Responsibilities:**

* **Operational Management:** Develop and maintain design programs and schedules. Estimate cooling demand, prepare conceptual designs, presentations, and scopes of work for new District Cooling projects, and provide support to Sales & Business Development. Prepare, review, and approve testing and commissioning plans, procedures, method statements, data sheets, testing criteria, and reports. Monitor submittals, review subordinate comments, and identify discrepancies. Conduct site inspections to ensure compliance with design and testing requirements.

* **Design Leadership:** Lead the conceptual and detailed design of District Cooling underground networks, plants, and energy transfer stations. Guide and coordinate the work of engineers and CAD designers. Resolve design-related issues in collaboration with relevant parties.

* **Technical Review:** Review design reports, drawings, material submittals, method statements, and hydraulic and stress analysis models pertaining to District Cooling plants, networks, and energy transfer stations. Prepare design reports and technical specifications, and maintain updates to these specifications.

* **Testing and Commissioning Support:** Provide technical support for District Cooling network testing and commissioning, including interface management with different network packages and District Cooling plants. Validate testing and commissioning results and prepare guidelines for contractors and developers.

* **Relationship Management:** Independently lead and coordinate all aspects of the design process, including attendance at design progress meetings and coordination with clients and stakeholders. Interact and communicate with clients, consultants, team members, and contractors to ensure project success. Provide guidance to CAD designers as needed.

* **Tendering Support:** Assist during the tendering phase by evaluating bidders based on technical requirements. Review technical proposals from EPC contractors, manufacturers, and suppliers and prepare evaluation reports for all procurement related to plants, networks, and energy transfer stations.

* **Team Supervision:** Organize and supervise the work of the assigned team to ensure efficient and compliant operations. Provide guidance and training to junior colleagues and facilitate knowledge sharing to achieve team objectives.

* **Financial Oversight:** Monitor the financial performance of assigned activities against budgets and ensure compliance with approved guidelines, promptly reporting any variances to management.

* **Policy and Procedure Implementation:** Provide input and implement policies, systems, and procedures for the team to ensure compliance with all relevant procedural/legislative requirements while delivering quality, cost-effective services.

* **Continuous Improvement:** Participate in identifying opportunities for continuous improvement and sustainability of systems, processes, and practices, considering global standards, productivity improvement, and cost reduction.

* **Quality, Health, Safety & Environment:** Adhere to all relevant safety, quality, and environmental management policies, procedures, and controls to ensure a safe and compliant work environment.

* **Reporting:** Prepare timely and accurate reports to meet organizational and departmental requirements, policies, and quality standards.
