Job Description

Primary Duties and Responsibilities:

  • Review and advice on SOR’s and PIN’s (as applicable) at the inception of project including advice on best contracting strategy.
  • Assist SD in preparation of suitable tailor-made pre-qualification documents, invitations, and evaluation criteria for pre-qualified bidders.
  • Obtain feedback from legal & Finance Department as required.
  • Assist SD with managing budgets for projects.
  • Provide professional advice, expertise, and practical assistance to assigned end user/sponsoring departments in reviewing scopes of work.
  • Identify the most suitable compensation mechanism for a given scope of work.
  • Provide expert advice to Sponsoring Department (SD) during tender preparation.
  • Ensure RFQ’s meet QatarEnergy standards and address risk assessment and risk mitigation measures.
  • Ensure work aligns with QatarEnergy norms and values.
  • Issue Tender Bulletins in a timely manner and clarify any points.
  • Facilitate bid explanation meetings, including site observations as needed.
  • Represent the Contracts Department in various tender and evaluation committees.
  • Maintain strict confidentiality and ethical standards.
  • Lead commercial bid evaluations and prepare reports.
  • Ensure fair and ethical bid evaluations.
  • Lead the commercial evaluation team and prepare bid tabulation sheets.
  • Define lower-level agreements for individual contracts.
  • Provide practical assistance for effective negotiation during commercial negotiations.
  • Ensure security of pricing information and confidentiality of commercial evaluation.
  • Set up bidders & contractors in SAP System.
  • Review contracts administration procedures for compliance with QatarEnergy policies.
  • Attend review meetings, obtain progress reports, and monitor contractor progress.
  • Review Work Change Requests for completeness and timely evaluation.
  • Lead in dispute resolutions.
  • Evaluate Contractor’s performance at contract completion.
  • Evaluate all claims raised by contractors and advise on admissibility.
  • Apply change management and claims prevention expertise.
  • Develop processes for enhanced claims management efficiency.
  • Participate in dispute defusing scenarios and negotiate/draft release agreements.
  • Evaluate Claims and Extension of Time issues, advising tender committees.
