Job Description:**Job Summary:**

The incumbent provides support to projects undertaken by the Refining Business Line Companies (BLGCs) and associated potential new joint ventures. This support aims to ensure optimal resource utilization and maximize value realization of the BLGCs’ assets, fostering continuous growth, profitability, and operational excellence through the application of industry best practices and alignment with ADNOC’s guidelines, strategies, and objectives.

**Key Responsibilities:**

* **Project / Investment Assessment:** Assists in the comprehensive review of project proposals, encompassing design basis, mass and energy balance, underlying assumptions, and strategic approaches. This review aims to ascertain technical robustness and profitable economics, with a strong emphasis on Health, Safety, and Environment (HSE) considerations and energy efficiency at the project approval stage. Facilitates the review of Feasibility Studies, Pre-Front-End Engineering Design (FEED), FEED documents, and other relevant studies, providing informed commentary to support decision-making during project stage gate approvals. Coordinates with BLGCs in the evaluation of project proposals and their subsequent submission to the Investment Committee for necessary endorsement. Assists in and reviews special studies pertaining to ADNOC and BLGC Refining Projects and participates in assigned task forces to evaluate performance, integrity, inspections, and audits.
* **Projects Review:** Provides support in the review of project proposals, recommendations, issues, and concerns arising throughout the project lifecycle, from FEED to project close-out. This includes technical, efficiency, economic, profitability, and contracting strategy aspects, as well as Project Management Consultancy, key contract terms and awards, bidder lists for consultants, post-completion analysis, and the incorporation of lessons learned for future project execution improvements. Conducts analysis and provides informed comments to support management in decision-making processes.
* **Project Management:** Coordinates with diverse project stakeholders to ensure the successful execution of projects within approved budgets, timelines, and quality specifications. Ensures projects meet required lifecycle, capacity, quality, and HSE standards, and comply with applicable UAE laws (for UAE Projects) and respective country laws (for ADNOC International Projects), policies, regulations, and ADNOC guidelines. Ensures adherence to the Project Value Assurance Process (VAP). Reviews monthly reports, monitors progress, assesses areas of concern and proposed mitigation measures, and highlights any remarkable, recurring, or concerning issues to senior management. Supports the promotion of fairness and transparency in interactions with project consultants, contractors, and manufacturers, adhering to approved systems and procedures. Maintains the Team’s Technical Support Management Information System (MIS) and updates data to ensure accurate information is available for reporting and planning purposes. Ensures that best practices and lessons learned are collected, recorded in the MIS, and made accessible to the BLGCs.
* **Projects Control:** Continuously monitors project costs, schedules, and progress, conducting reporting activities and functions across all project phases until final acceptance of works. Plans and monitors the updating and maintenance of systems, procedures, and techniques in the areas of planning, scheduling, monitoring, and reporting to facilitate the efficient and effective execution of projects.
* **Projects HSE & Sustainability:** Assists in the development and control of Refining Projects’ HSE corporate performance targets and objectives, and supports the implementation of a sustainable culture, proactively seeking to integrate sustainability into ongoing work practices.
* **Projects Handover & Commissioning:** Assists in following up on the issues/status of completion, readiness for commissioning, pre-commissioning test runs of all equipment with the end user, pre-commissioning, commissioning, post-commissioning checks of the performance tests against the design and construction requirements, and warranty checks of the status of equipment of the plant prior to the end of the warranty period.
* **Commercial Support:** Ensures that the commercial and technical requirements of BLGCs’ implemented projects are met to achieve project objectives. Ensures the implementation of all ADNOC project execution guidelines.
* **ADNOC International Projects:** Provides support, as necessary, to the Business Development Function during the identification stage of an International Business Opportunity. Follows up on ADNOC International Projects’ implementation up to completion/handover (upon transfer from the Business Development Function to the Refining Business Function). Ensures compliance with HSE standards (minimum ADNOC Standard as a default), local country laws, international conventions, and ensures the preparation and compliance of Joint Venture (JV) Mandates for each project. Ensures the preparation of JV Mandates for each project for smooth execution, project implementation strategy, and/or interim arrangements like Oversight Committees for project implementation whilst JV formation is taking shape.

**Minimum Requirements:**

* Bachelor’s Degree in Chemical/Mechanical Engineering or equivalent.
* A minimum of eight (8) years of relevant professional experience in Technical and Projects Engineering or Management within the Oil, Gas & Refining industry.
* Comprehensive knowledge of industry best practices, technology trends, and applicable legislation and regulations.
* Proficiency in Project Management software.
* PMP certification is preferred.
