Job Description:Project Manager Job Summary: As a senior member of the supervision services team, the Project Manager is responsible for the comprehensive management of construction supervision projects throughout their lifecycle. This includes team leadership, schedule and cost control, quality and Health, Safety, Security, and Environment (HSSE) management, risk mitigation, and client relationship management. The Project Manager is accountable for the successful delivery of construction supervision projects within established budgets and timelines, while consistently meeting or exceeding technical and quality requirements. This role serves as the primary point of contact for the client, contractor, and supervision team, ensuring clear communication and efficient collaboration. The Project Manager is responsible for reviewing, commenting on, and approving contractor submittals, as well as guiding the supervision team to fulfill client requirements, all while upholding a positive and reputable company image. Furthermore, the Project Manager will remain current on industry trends and advancements in construction supervision practices, adopting best practices where applicable. Key Responsibilities: Financial Management: Provide input on the supervision project pipeline, assessing the likelihood of successful bids for the Senior Manager – Supervision. Develop detailed project budgets for supervision projects. Monitor and manage project budgets and resource allocation, ensuring adherence to allocated budgets and investigating any budget overruns. Ensure supervision projects are delivered on schedule and within budget. Client Focus: Lead the coordination with client counterparts to finalize project commencement orders. Guide the coordination with local authorities to obtain necessary approvals, licenses, and permits for supervision projects. Manage client relations, including setting realistic project expectations, providing regular progress updates, proactively addressing issues and risks, and responding to client inquiries on technical and contractual matters. Ensure client satisfaction with construction supervision services. Ensure the delivery of quality and HSSE training and awareness sessions to supervision staff, as required. Internal Business Processes: Support the Senior Manager – Supervision and the Proposals Section in the development of supervision proposals, including providing input on delivery costs and margins, reviewing technical and commercial proposal submissions, and assessing project and contract risks. Ensure contract documents are signed by the contractors and client counterparts and that design No Objection Certificates (NOCs) and approvals from relevant authorities are submitted to contractors during the pre-construction phase. Lead internal and external project kick-off meetings, ensuring alignment among all stakeholders. Review and approve the contractor’s work program, ensuring compliance with client and contract requirements. Review, comment on, and approve contractor submittals, including staffing proposals, organization charts, shop drawings, method statements, project procedures, and traffic management plans. Guide the verification and communication of project scope baselines, including goals, deliverables, and success criteria, to relevant stakeholders. Review and approve contractor Quality Assurance/Quality Control (QA/QC) plans. Review and approve contractor HSSE plans and ensure compliance with local codes and regulations. Review and approve project risk management plans, identifying potential risks and developing corresponding contingency plans. Monitor supervision project schedules and investigate reasons for delays with contractors. Review, assess, and respond to all claims raised by the contractor regarding scope, schedule, and cost changes, and manage variation orders with the client and contractors as needed. Review contractor Requests for Information (RFIs) and liaise with local design support teams to obtain necessary information on queries related to design documents. Monitor project progress and manage changes in the project scope of work with clients and contractors. Guide quality inspections on contractors, ensuring all quality issues are identified and non-conformity action plans are developed and implemented. Ensure the implementation of HSSE procedures and a safety inspection regime on sites, including monitoring HSSE activities, recording all site HSSE defects, and conducting accident and incident investigations. Guide the inspection of works according to Requests for Inspection forms submitted by contractors. Oversee materials testing for supervision projects, including checking materials samples against specifications, approving materials testing laboratories, and inspecting batch plants. Review and approve contractor testing and commissioning plans. Ensure that as-built drawings, Operations & Maintenance (O&M) manuals, and warranty certificates are accurately provided by contractors, as per project and client requirements. Ensure that final inspections, testing, commissioning, and handover procedures are carried out, and that all snags are recorded and issued to the contractor. Ensure the rectification of snags during the Defects Liability Period and guide final re-inspections. Guide the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts, and Statements of Completion. Ensure the timely distribution of revised construction drawings to all relevant stakeholders. Guide the development of project progress reports in coordination with the site teams. Review and approve contractor payment certificates and review contractor unit rates for new work items not covered in the original Bills of Quantities. Prepare K&A invoices for supervision services to the client and follow up on timely collection. Implement corporate policies and procedures. Qualifications, Technical Skills, and Competencies: Bachelor’s Degree in Engineering. Master’s Degree in Engineering (preferred). Project Management Professional (PMP) Certification (preferred). Chartered Professional Engineering certification or equivalent (preferred). Excellent knowledge of construction supervision services. Comprehensive understanding of international engineering standards and codes. Solid knowledge of local rules and regulations. Strong project management skills. Excellent interpersonal and leadership skills. Excellent communication skills (written and verbal). Proficiency in spoken and written Arabic and English. Specific Experience Required: Minimum of 12 years of experience in the Architecture, Engineering, and Planning industry within a leading regional or multinational consultancy firm, with demonstrated expertise in a construction supervision role. Demonstrated experience in developing and maintaining strong client relationships. Comprehensive exposure to all aspects of construction supervision, including client management, contractor management, supplier management, contract administration, quality management, and dispute resolution. Industry experience within the Middle East region is essential.
