Job Description:**Purpose of the Position:**

The primary objective of this position is to serve as the principal liaison and subject matter expert for governmental agencies, programs, and platforms (e.g., HRSD, MoI, Qiwa). The Government Relations Officer will cultivate and maintain positive relationships between the organization and Saudi Arabian governmental entities, ensuring strict adherence to all applicable local laws, regulations, and policies. A critical component of this role is the proactive management of Human Resources Development Fund (HRDF) initiatives, the QIWA platform, and the specific operational and licensing requirements of the organization’s retail boutiques/showrooms. This role necessitates a highly organized, communicative, and proactive professional capable of ensuring the timely and accurate completion of all relevant processes, thereby serving as a vital link between the company and governmental authorities.

**Key Responsibilities:**

* **Government Entities & Programs Management:**

* **HRDF Programs Management:** Act as the primary point of contact and subject matter expert for all HRDF programs (e.g., Tawteen, Qurrah, Wusool, Tamheer), overseeing the entire process from program launch to employee enrollment and subsequent processing.
* Manage the enrollment of eligible employees and new hires, proactively monitoring application status and resolving any related issues.
* Maintain a comprehensive tracking system for all HRDF-enrolled employees (including start dates, support periods, and status changes) to support the Finance and Accounting teams with accurate processing and reconciliation.
* **Qiwa Platform:** Oversee the creation, updating, and proactive follow-up of employee reviews and approvals on the Qiwa platform.
* Maintain meticulous records of QIWA contract statuses and troubleshoot any platform-related or approval issues with relevant governmental authorities.
* **Other Entities & Employee Support:** Facilitate employee interactions with governmental processes (e.g., Absher, Muqeem, GOSI), assist with labor dispute resolution, and manage visa processing procedures.
* Manage all government-related documentation, including visas, permits, Iqamas, licenses, renewals, attestations, and approvals.
* **Retail Licensing, Operations, and Compliance:**

* Manage the full lifecycle of municipal licenses, Civil Defense permits, and related compliance requirements for all retail boutiques and stores.
* Maintain an organized license database, including renewal/expiration statuses and relevant documentation, to prevent fines and non-compliance issues.
* Resolve government-related issues and actively mitigate any potential non-compliance risks.
* Develop and maintain strong relationships with governmental entities; stay abreast of all relevant KSA regulations; and manage other government-related tasks as required.

**Profile:**

**Qualifications and Experience:**

* Saudi national with 3-5 years of experience in government relations/public affairs, preferably within retail organizations.
* Established network of contacts within Saudi government entities; proficient in the use of relevant e-services platforms (e.g., Absher, Qiwa, Muqeem).
* Solid understanding of retail licensing requirements (including civil defense, municipal, and activity-specific licenses), labor law, and general regulatory knowledge.
* Demonstrated expertise in HRDF programs, regulations, and application procedures.
* English language proficiency is highly advantageous.
* Strong problem-solving and analytical skills.
* Proactive and detail-oriented approach with a strong sense of ownership.
* Excellent follow-up and relationship-building skills.
