**Head of Health, Safety, and Environment (HSE) – Renewable Energy (Wind & Solar)**
**Location:** GCC Region

**Summary:**
A seasoned Head of Health, Safety, and Environment (HSE) is sought to spearhead the HSE strategy for large-scale Wind and Solar energy projects (500MW+) within the GCC region. This leadership role encompasses the establishment and enforcement of HSE policies, ensuring adherence to local and international safety standards, and cultivating a robust safety culture throughout all project phases. The successful candidate will possess extensive experience in Engineering, Procurement, and Construction (EPC) projects, risk management, and regulatory compliance within the renewable energy sector.
**Key Responsibilities:**
1. **HSE Strategy & Leadership:** Develop, implement, and maintain a comprehensive HSE strategy aligned with project objectives and regulatory mandates. Champion a culture of safety excellence across all project sites, prioritizing the well-being of personnel and minimizing environmental impact. Monitor and enforce compliance with applicable GCC regulations, international HSE standards (ISO 45001, ISO 14001, OHSAS 18001), and client HSE policies.
2. **Risk Assessment & Incident Prevention:** Conduct thorough risk assessments, hazard identification, and safety audits to proactively mitigate potential risks. Develop and implement comprehensive emergency response plans, environmental management plans, and incident investigation protocols. Lead incident investigations, perform root cause analyses, and ensure the effective implementation of corrective actions.
3. **Compliance & Regulatory Coordination:** Ensure alignment of all HSE processes with pertinent GCC environmental, labor, and safety regulations. Coordinate with government authorities, environmental agencies, and project stakeholders to secure necessary permits and generate compliance reports. Maintain current knowledge of evolving safety laws, environmental regulations, and industry best practices.
4. **Training & Workforce Development:** Design and deliver targeted HSE training programs for employees, contractors, and subcontractors. Conduct regular toolbox talks, site safety briefings, and behavioral safety initiatives. Cultivate a proactive safety mindset by promoting the reporting of near misses and unsafe conditions.
5. **Site Inspections & Audits:** Conduct regular site inspections and safety audits to verify adherence to safety protocols. Lead HSE performance monitoring, reporting, and continuous improvement initiatives. Implement technology-driven safety measures, such as real-time monitoring and AI-based hazard detection systems.
**Qualifications & Experience:**
**Education:** Bachelor’s or Master’s degree in Health & Safety, Environmental Science, Engineering, or a related field.
**Experience:**
* A minimum of fifteen (15) years of HSE experience in large-scale Renewable Energy (Wind & Solar) projects.
* Demonstrated expertise in EPC projects, risk management, and regulatory compliance.
* Prior experience in the GCC region, with a comprehensive understanding of local HSE laws and environmental regulations.
