Job Description:The organization seeks a highly proficient **Recruitment and Organizational Development Specialist** possessing a minimum of **five years of experience** in recruitment for both blue-collar and white-collar positions, coupled with expertise in organizational development initiatives. The successful candidate will demonstrate exceptional proficiency in **English**, advanced **Excel skills**, and a demonstrable history of success in attracting high-caliber talent and fostering organizational advancement through the implementation of strategic HR frameworks.

**Core Responsibilities:**

* **Recruitment and Talent Acquisition:** Execute full-cycle recruitment processes, encompassing job posting, candidate screening, interviews, offer negotiation, and onboarding procedures. Collaborate with departmental leadership to ascertain hiring requirements and develop workforce plans. Facilitate the recruitment of **blue-collar personnel** through field outreach, database utilization, and agency partnerships. Source **white-collar professionals** via platforms such as LinkedIn and professional networking channels. Maintain current and precise job descriptions for all positions. Enhance employer branding initiatives and ensure a positive candidate experience.
* **Organizational Development:** Support the design and revision of organizational structures and reporting hierarchies. Participate in the creation and implementation of HR policies and procedures. Contribute to the development and execution of **Performance Management Systems (KPIs)**. Provide assistance in career path planning, competency framework development, and succession planning initiatives. Analyze employee data to derive actionable insights and recommend process improvement strategies. Conduct internal surveys pertaining to employee engagement, satisfaction, and training needs, and subsequently report findings accompanied by proposed action plans.

Skills:

Bachelor’s degree in Business Administration, Human Resources, or related field.

Minimum 5 years of proven experience in recruitment and OD.

Solid experience in both blue-collar and white-collar recruitment.

Fluent in English (spoken and written).

Advanced proficiency in Microsoft Excel (VLOOKUP, Pivot Tables, data analysis).

Hands-on experience with organizational design and performance systems.

Strong communication, analytical, and presentation skills.

HR certifications (e.g. SHRM) are a plus.
