Job Description:## Proposal Manager – Job Description Position Overview: The Proposal Manager is responsible for leading and managing the development of high-quality, persuasive proposals that secure profitable business opportunities within the Transport & Infrastructure business unit at WSP. This role requires close collaboration with technical and project leaders, guiding work-winning activities from initial capture through the final conversion phase of the WSP Winning Work lifecycle. The core function involves effectively managing and coordinating communication between business leaders, technical staff, and other members of the proposal team to ensure the production of compelling and compliant proposals. Key Responsibilities: Manage and facilitate the entire bid process across the procurement lifecycle, including proposal kick-off meetings, win strategy development, and review sessions. Ensure adherence to WSP best practices and governance processes, including supporting qualification, review, and close-out procedures (e.g., lessons learned reviews). Collaborate with technical authors to translate complex information into high-scoring, persuasive content. Facilitate the development of winning bid strategies, including the creation of compelling win themes and storyboards. Manage communication and interfaces with the wider proposals team, other UK/global business streams, and external partners/subconsultants. Conduct detailed analyses of Request for Proposal (RFP) documents to assess requirements and formulate clarifying questions for the client. Write and support the development of impactful, tailored, and technically differentiated bid content. Identify and repurpose existing pre-written content where applicable, ensuring accuracy and relevance through rigorous proofreading. Support project teams in preparing for client interviews, including presentation development and coaching. Collate market and competitor intelligence, and conduct other relevant industry research. Track pursuits throughout the entire bid lifecycle. Develop and maintain best-practice materials, such as CVs and project sheets. Serve as a central resource for best practices and knowledge related to proposal development. Support marketing and communications activities as required. Ensure the consistent promotion of the WSP message and brand in all outward-facing materials. Conduct thorough quality reviews and page turns of final printed proposal documents, ensuring compliance with RFP requirements and a high standard of quality and accuracy. Qualifications: Minimum of four (4) years of experience, with at least three (3) years focused on RFP response and proposal development. Bachelor’s degree in English, Business, or a related field. Experience in the Architecture, Engineering, and Construction (AEC) industry is preferred. Exceptional attention to detail. Demonstrated excellent written, interpersonal, and communication skills. Outstanding organizational and time management abilities. Proven ability to manage multiple assignments with overlapping schedules, effectively multi-task, and delegate responsibilities to team members.
