Job Description

Background

ACTED will support the implementation of a large-scale afforestation project ran in collaboration with the Ministry of Environment (MoE) in Jothur Reserve, Karak, that will contribute to the sustainable greening of an additional 3,000 dunums through a cash-for-work (CfW) approach, thereby contributing to mitigating land degradation while fostering economic resilience and food security. Under the programme, ACTED will also facilitate access to decent work opportunities by supporting cash-workers’ employability skills and promoting sustainable environmental practices within economic activities, through technical trainings, on-the-job coaching and awareness raising. Lastly, the project will contribute to social cohesion through the provision of cash for work opportunities for both Syrian refugees and Jordanians, as well as team building exercises.

Through the proposed project, ACTED will contribute to improving the livelihoods of vulnerable Jordanians and Syrian refugees in Karak governorate in a sustainable manner, while enhancing forestation and agricultural development in the area. ACTED will involve 50 beneficiaries into labour-intensive work to implement Phase 3 of the ‘Roots’ project by engaging in the forestation process of the chosen site by addressing sustainability and environmental challenges through smart agriculture techniques.

Job Purpose

The Project Officer supports the Project Manager (PM) of ACTED Green Infrastructure (Agriculture, Forestry) project to ensure the overall success of the project within the time and resources allocated. The Project Officer will support PM/Project team to ensure the effective and timely completion of project activities in accordance with ACTED and GIZ standard operating procedures (SOPs) focusing in CfW employment methodology.

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis.   1. The CFW project manager has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment).
  2. The CFW project manager has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures.
  3. The CFW project manager carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers. 

Duties and Responsibilities

  • Support the PM in external engagement with government authorities, MoL, MoEnv, municipalities and CBOs.
  • Support the PM to implement and oversee the ACTED Green Infrastructure project programming in Karak, Jothur Reserve.
  • Coordinate with AME/MIS unit team for the recruitment of Cash for Workers in the area of intervention (Syrians and Jordanians),
  • Lead the implementation of Cash for Work (CfW) SOPs set by the Project Support Unit (PSU) and MoL.
  • Coordinate with MoEnv to organize CfW workplan on daily basis,
  • Actively participate to the set-up of CfW activities in the area (Jothur) including sanitation, office and sub-office set up, as well as supplier’s contracting (water, transportation).
  • Prepare weekly/monthly reports outlining project activities.  

Cash For Work Implementation:

  • Support and Facilitate ACTED/GIZ CFW SoPs at field level;
  • Ensure ACTED and GIZ CfW documents and SOPs are implemented during the project.
  • Lead Cash for Worker induction program and follow up, including CfW OHS (Occupational Health and Safety Plan),
  • Ensure that all necessary CFW documentation, including CfW contracts, attendance sheets, and payment sheets are accurate and ready in a timely manner.
  • Ensure means of transportation for Cash for Workers,
  • Assist the Project Manager and the project team on CfW participant selection ahead of each CfW cycle, following GIZ CfW regulations, and facilitate with local community and authorities for selection of the CFW participants.
  • Support and monitor the monthly attendance for the CfWers.
  • Cooperate with ACTED AMEU to ensure that all project CfW activities, including post-employment surveys (PES), are well monitored according to the agreed AME framework.
  • Lead Cash for Worker capacity building (PES) plan hand in hand with agricultural specialist.

Project planning / reporting

  • Support the PM to prepare the work plans/ schedules for the field teams,
  • Support the PM to prepare the Project Management Framework (PMF) on a monthly basis and to review the Budget Follow-Up (BFU) as requested,
  • Contribute to the drafting of monthly project reports in coordination with the Project Development (PD) department as directed by the PM,
  • Provide regular and timely updates on progress and challenges to the PM,
  • Support the PM to ensure that project records and documents, in particular documents that prove completion of CfW activities (e.g., CfW contracts, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures,
  • Participate in communication activities through the regular collection of pictures and stories related to project activities,
  • Operate following the “do no harm principles” in order to ensure projects are safe for communities,
  • Collect and apply appropriate lessons learned and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.

Quality Control

  • Participate in AMEU planning processes and actively support the delivery of AMEU activities in line with the project AME framework and AME Manual,
  • Assess the activities undertaken and ensure efficient use of resources,
  • Collect and apply appropriate lessons learnt and best practices to current projects, and ensure these lessons learnt are pro-actively shared with supervisor, the AMEU and other team members to apply them in future project development processes.

Transparency and Inclusion

  • Oversee the appropriate, achievable, and acceptable selection of project beneficiaries.
  • Develop a communication strategy with communities so that factual, objective and actionable information is provided to project stakeholders.
  • Ensure project stakeholders are empowered to participate throughout the project cycle.
  • Ensure that ACTED’s Complaints and Response Mechanism is communicated to target communities and solve complaints related to the project in coordination with the AMEU.
  • Support the inclusion of the people with specific needs (PwSN) in the project wherever possible, in coordination with the PM and ACTED inclusion focal point,
  • Ensure project records and documents, in particular documents that proof completion of activities (beneficiary list, donation certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures.
  • Maintain a beneficiary master database containing all beneficiary registration and baseline information as well as the activities from which the beneficiaries benefitted ensure the data is protected from misuse in line with ACTED’s data protection policy.
  • Ensure respect of, ACTED’s code of conduct, FLATS procedures and donor requirements.

Coordination (internal/external)

  • Participate in regular project team meetings, when necessary,
  • Travel to Amman, when necessary,
  • Participate in Bi-Weekly Area Meetings (JAMs) when requested by PM
  • Encourage and support the field teams to refer unmet needs to other relevant actors, through ACTED referral mechanism, in coordination with PM and Accountability Officer
  • Help to ensure that project stakeholders have a good image of ACTED thus increasing the acceptance of ACTED’s presence and activities in the project implementation area

Human Resources

  • Ensure that project staff under your responsibility understand and are able to perform their roles and responsibilities,
  • Follow-up the work plans and day-to-day activities of the project staff under your responsibility,
  • Help to ensure, through your actions and leadership, a positive working environment and good team dynamics,
  • Participate in the recruitment of technical project staff,
  • Participate in regular appraisals of the staff under your line management,
  • Manage interpersonal conflicts,
  • Address interpersonal conflicts at the field level as needed and ensure that issues are reported to the PM in a timely manner.

Logistics and Security

  • Send accurate and precise order forms to logistics in a timely manner,
  • Check the quality of the required goods/supplies at the contracting stage as well as at reception point and contribute to procurements committees to finalize suppliers’ selection according to applicable scenario,
  • Accountable for all program’s inventories on site (Karak/Jothur),
  • Management of the IN & OUT processes in the Karak/Jothur site storage.
  • Adhere to ACTED security procedures at all times
