Job Description: **Job Description: HSE Manager**

The HSE Manager is responsible for the development, implementation, and maintenance of comprehensive Health, Safety, and Environmental (HSE) programs, ensuring alignment with ADNOC standards, local regulations, and internationally recognized best practices such as ISO 45001 and ISO 14001. Key responsibilities include:

* **HSE Policy and Procedures:** Developing, updating, and enforcing HSE policies and procedures.
* **Risk Management:** Identifying workplace hazards, conducting risk assessments, implementing mitigation strategies, and maintaining accurate risk registers for various operational environments, including oil & gas plants, refineries, and construction sites.
* **Regulatory Compliance:** Ensuring adherence to UAE federal regulations, ADNOC codes of practice, and relevant international standards. Leading internal and external HSE audits and managing regulatory inspections.
* **Incident Investigation and Reporting:** Leading investigations into incidents, near misses, and accidents, and developing and implementing corrective and preventive action plans (CAPA).
* **Training and Awareness:** Developing and delivering HSE training programs for employees and subcontractors, including toolbox talks, emergency drills, and inductions. Promoting a strong HSE culture through workshops and campaigns, aligning with initiatives such as ADNOC’s “Goal Zero.”
* **Performance Monitoring and Reporting:** Collecting, analyzing, and reporting HSE performance key performance indicators (KPIs), such as TRIR, LTIFR, and SIF. Providing regular HSE performance reports to senior management on a monthly/quarterly basis.
* **Emergency Preparedness:** Developing and maintaining Emergency Response Plans (ERP).
* **Contractor Management:** Ensuring contractor and subcontractor compliance with project-specific HSE requirements, reviewing and approving contractor HSE plans, method statements, and Job Safety Analyses (JSAs).
* **Sustainability and Environmental Management:** Monitoring environmental impacts related to waste, emissions, and water usage, and ensuring the achievement of sustainability targets. Supporting ADNOC’s environmental initiatives, such as Zero Flaring programs.
* **Leadership and Culture:** Serving as an HSE role model, promoting behavior-based safety (BBS) programs, and leading by example in promoting ADNOC or Tecnimont’s HSE Vision and Life-Saving Rules.
* **ADNOC Specific Responsibilities:** Implementing ADNOC ICV (In-Country Value) HSE-related programs, strictly adhering to ADNOC’s “Life-Saving Rules” across all operations. Collaborating with project directors and site managers to maintain HSE excellence during EPC phases. Facilitating compliance for a multi-national workforce in mega-projects.
