Job Description:**Responsibilities/Essential Functions:**
Incumbent shall lead, implement, and maintain integrated project controls functions encompassing cost control, scheduling, progress measurement, change management, and document control. Responsibilities include the development, maintenance, and control of master schedules, cost plans, forecasts, and risk registers for project delivery, ensuring alignment with client requirements. The incumbent will ensure rigorous performance monitoring and reporting to support data-driven decision-making for project leadership and stakeholders. Coordination of the design and implementation of project controls systems and processes, based on international and regional best practices, is required. Furthermore, the incumbent will supervise and mentor project controls teams to ensure competency development and the production of high-quality deliverables. Responsibilities also encompass analyzing project metrics to identify risks and trends, and proposing mitigation strategies and corrective actions. Collaboration with delivery partners, contractors, consultants, and client representatives is necessary to ensure alignment on project control standards and expectations. The incumbent will lead the preparation and submission of regular project performance reports, progress updates, and executive dashboards, and will support audits, reviews, and compliance checks related to all project controls processes. Finally, the incumbent will foster a culture of proactive problem-solving, continuous improvement, and collaboration within multi-disciplinary teams.
**Qualifications/Skills:**
A Bachelor’s degree in Engineering, Construction Management, Project Management, or a related field is mandatory. A minimum of fourteen (14) years of project controls experience on major transport or infrastructure projects is required, with at least seven (7) years of experience in the Middle East region, preferably on ministerial, governmental, or mega-projects. Demonstrated in-depth knowledge of project controls functions (cost, schedule, risk, change, and document control) is essential. Proficiency with project management and controls tools, such as Primavera P6, MS Project, SAP, and Cost Management Systems, is required. The incumbent must possess excellent analytical, reporting, and communication skills, as well as strong leadership, stakeholder management, and team supervision abilities. Professional certifications, such as PMP, CCP, or PMI-SP, are considered advantageous. Experience working with Ministries or government entities is preferred.
