Job Description: **Personnel and Payroll Manager**

**Position Summary:** The Personnel and Payroll Manager is responsible for the comprehensive oversight and administration of all employee-related functions, encompassing personnel management and payroll processing. This role necessitates strict adherence to labor laws, internal regulations, and statutory mandates. The incumbent must possess exceptional organizational capabilities, meticulous attention to detail, and a comprehensive understanding of human resources procedures and payroll management systems.

**Essential Duties and Responsibilities:**

* Administer and execute all employee-related functions, ensuring the meticulous maintenance of individual personnel records.
* Orchestrate and process all internal and external employee transactions within the organization.
* Guarantee full compliance with all applicable legal statutes, regulations, and governmental directives pertaining to compensation, allowances, promotions, leave entitlements, bonuses, employment contracts, performance evaluations, and termination procedures.
* Ensure the timely acquisition and renewal of all requisite company licenses and governmental approvals.
* Maintain and administer contractual agreements between the organization and its employees, safeguarding the rights and interests of both parties in accordance with labor laws and contractual provisions.
* Coordinate and monitor employee benefits programs, including health and social insurance, and proactively identify opportunities for service enhancement.
* Provide clear, comprehensive consultation and guidance to employees regarding organizational human resources policies and procedures.
* Maintain accurate and confidential employee records, ensuring comprehensive data management for each employee.
* Address employee grievances and complaints, ensuring equitable resolution and meticulous follow-up on all compensation and benefits-related matters.
* Oversee and manage the employee attendance system, collaborating with department managers regarding leave requests and authorized deductions.
* Review and ensure the accuracy of employment contracts, maintaining up-to-date records within the designated system.
* Manage employee benefit records, including employee information, bank account details, time attendance records, salary structures, qualifications, and certifications.
* Monitor daily attendance, leave requests, and absenteeism, ensuring accurate tracking within the system.
* Prepare and process monthly payroll, including salaries, indemnities, and other authorized allowances.
* Ensure personnel files are maintained in a current, complete, and compliant manner.
* Review, validate, and authorize payroll submissions prior to presentation to management for final approval.
