**I. CONTEXT AND PURPOSE OF THE ASSIGNMENT:**

The primary objective of a country-level Logistics Cluster is to facilitate the provision of timely, coherent, and effective logistics support to humanitarian aid/relief operations, within the constraints of available funding and security considerations. As the lead agency for the Logistics Cluster, the World Food Programme (WFP) is accountable for collaborating with humanitarian stakeholders to implement a strategic response based on identified operational gaps, in accordance with the Inter-Agency Standing Committee (IASC) Guidelines on Cluster Coordination at Country Level. A Logistics Cluster Coordinator, fulfilling the responsibilities outlined in the IASC Generic Terms of Reference for Sector Leads at Country Level, is designated within each country-level Logistics Cluster Lead Agency to lead and facilitate this process. In response to needs identified and articulated by the humanitarian community, the Cluster assumes a coordination and information management role. Where necessary, the Cluster facilitates common services to optimize the utilization of available in-country resources, provides support and advocacy regarding customs clearance and government liaison, and promotes a more coordinated and cost-effective operational approach.

**II. JOB PURPOSE:**

The purpose of this position is to facilitate the effective management of Logistics Cluster common service provision through the management of daily operations, the collection, analysis, and reporting of information, and collaboration with implementing partners to maximize the efficiency of logistics operations and activities.

The Logistics Officer, SC8 position, based in Al Arish, provides support to the Gaza operation and reports directly to the Logistics Cluster’s Egypt Corridor Manager.

**III. ACCOUNTABILITIES/RESPONSIBILITIES:**

Under the supervision of the Logistics Cluster’s Egypt Corridor Manager, the Logistics Officer will be responsible for the following duties:

1. Directly supervise a team of two Logistics Associates based in Al Arish.
2. Coordinate requisitioning processes and ensure the timely delivery of commodities and supplies to authorized partners and destinations.
3. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery. This may require coordination with WFP’s internal Humanitarian-Military Interaction regional function to ensure effective convoy movement.
4. Ensure coordination and information sharing for all incoming cargo with all relevant stakeholders.
5. Recognize and assess the sensitivity of information obtained, respecting the confidential nature of sources and information where relevant.
6. Identify, resolve, and/or provide recommendations on specialized queries/requests for support, utilizing initiative and adhering to standard processes, to ensure timely and accurate resolution of inquiries while maintaining a client-focused approach.
7. Analyze operational pipelines and contribute to assessments and operational planning for all delivery modalities to ensure that supply chain requirements are adequately considered.
8. Supervise the organization and planning of truck convoys in coordination with the Egyptian Red Crescent (ERC), UN agencies, customs officers, and all relevant stakeholders from and to the border.
9. Supervise the loading and offloading of commodities and ensure proper documentation is maintained.
10. Supervise the reception of trucks in coordination with the Egyptian Red Crescent (ERC), UN agencies, customs officers, and all relevant stakeholders from and to the border.
11. Verify the accuracy of all written materials translated by commercial services in terms of meaning and format.
12. Manage logistics vendors’ contracting activities, including performance monitoring and measurement.
13. Oversee asset management and supervise Physical Inventories (PI) on a regular basis.
14. Monitor inventory management processes to track trends and account for the inventory status from source to beneficiary.
15. Support logistics emergency preparedness and response activities, including Logistics Capacity Assessments and Contingency Plan updates, to support WFP’s response in emergencies.
16. Support the gathering of market intelligence and vendor assessments (e.g., transporters, retailers) to support the vendor selection process.
17. Manage documentation processing for the execution of logistics operations (e.g., customs clearance, invoice verification) and take appropriate actions to resolve operational issues, escalating complex issues to the supervisor.
18. Conduct research, collect data, and perform analysis; produce reports (e.g., physical inventory, transport performance) and ensure information accuracy in corporate systems to enable informed decision-making.
19. Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food and non-food assistance to beneficiaries.
20. Perform other duties as assigned by the supervisor.
