Job Description

  • Engage with project company and EPC during execution and operation phase on plan implementation and related activities.
  • Lead the efforts of reviewing draft tender documents in coordination with project leaders, the Local Content Authority and the Centre of Spending Efficiency to ensure that Local Content regulations are followed.
  • Lead the interactions between project leaders and other relevant department managers to make sure that Local Content clarifications are well addressed and provide supports or take the necessary actions.
  • Lead the activities related to setting minimum Local Content threshold for the different types of projects and involve different internal or external stakeholders as required.
  • Facilitate supplier introductions, market access and export opportunities.
  • Establish and manage relationships with external partners which can support the implementation of Local Content programs and plans.
  • Explore mitigation plans for Local Content implementation.
  • Lead the efforts related to initiating of blacklisting requests as per the Local Content regulations.
  • Conduct an manage the technical evaluations pertaining to Local Content within the procurement bids to ensure that the bidding entities are technically fit for the published RFPs.
  • Lead the development of the mandatory list specific to projects programs including the guidelines for the inclusion o the products to the list and also the exceptions criteria.
  • Support the evaluation of annual performance of projects and consultants and conduct the needed research to provide recommendation to reward or penalize accordingly.
  • Contribute to the identification of opportunities for increasing the Local Content percentage by promoting partnership between foreign investors and local manufacturers for products that are relevant to Projects Programs
  • Contribute to the identification of opportunities for continuous improvement of Local Content systems, processes and practices considering “international best practices”, improvement of business processes, cost reduction and productivity.
  • Lead the process of adjusting the Local Content mechanisms to reflect any lessons learned.
  • Lead the activities of receiving, handling and resolving complaints related noncompliance with the Local Content regulations.
  • Assist in the preparation of timely and accurate reports and functional deliverables to meet the Local Content measuring and reporting requirements in order to achieve the desired efficiency and performance excellence.
