**Job Summary:**

The Competency Management Specialist is responsible for coordinating and managing assessments to ensure the competency levels of the Passenger Services Department are maintained and current. This encompasses the comprehensive management of the Competency Management System (CMS), including assessments, reports, and feedback mechanisms. The role requires prompt and effective resolution of any issues pertaining to the CMS.

**Key Responsibilities:**

* Guarantee that the Stations team, under the direction of the Passenger Services Manager, maintains the requisite level of competency to ensure a safe Metro environment.
* Facilitate effective and timely communication with both internal and external stakeholders.
* Generate and submit the CMS Monthly Summary Report to the Training and Competency Department.
* Prepare and submit a detailed weekly CMS report to the Passenger Services Manager.
* Maintain up-to-date assessment records within the CMS online database and location plan.
* Provide assistance to Station Masters, Assessors, and other personnel in completing assessments as needed.
* Liaise with Training & Competence Internal Verifiers to ensure CMS Assessments are current and properly documented.
* Address any Non-Conformance issues related to the CMS.
* Attend Test Case Live exercises to verify employee adherence to updated Work Instructions.
* Establish and facilitate regular CMS Moderation Meetings to ensure a shared understanding of CMS updates among Station Masters and Assessors.
* Perform Train Emergency Evacuation procedures, when applicable.
* Support the Passenger Services Manager in providing feedback and updating work instructions.
* Conduct internal CMS audits to ensure timely and proper documentation and assessment practices.
* Collaborate with the Passenger Services Manager and Rostering team to facilitate staff assessment scheduling and any necessary roster adjustments.
* Coordinate with the Training and Competency Department regarding staff training, refresher courses, and competency-related concerns.
* Manage the annual budget related to staff competency and knowledge.
* Implement projects to ensure the retention of staff knowledge.
* Manage operational and training enhancements for the Passenger Services Department.
* Interface with the transportation interface (Dubai Tram).
* Review updated work instructions and recommend necessary revisions.
* Reinforce the collective responsibility of all team members regarding the CMS.
* Provide support to station duties as required.
* Assist stations during special events and emergency situations.
* Provide feedback on staff performance.
* Perform other duties as directed by the Passenger Services Manager or Deputy Head of Passenger Services.

**Required Knowledge:**

* Comprehensive understanding of station operations and related activities.

**Experience:**

* Minimum of six months of prior experience as a Station Master within Keolis-MHI Dubai Metro.
* Qualified Assessor and Key Instructor in all safety-critical and non-safety-critical tasks within Station Operations.

**Educational Qualification:**

* Ideally, a degree holder or higher diploma of post-secondary education in a related discipline.
