Job Description:The Humanitarian Affairs Advisor plays a pivotal role in enabling the delegation to comprehend, navigate, and influence the prevailing humanitarian and political landscape, thereby facilitating the advancement of the ICRC’s humanitarian objectives within the specified context. This individual provides counsel on domestic and regional developments, conflict and security dynamics, and their consequential impact on humanitarian action, while simultaneously formulating and executing effective diplomatic and policy strategies. The role encompasses shaping the delegation’s engagement with humanitarian, multilateral, and regional forums, cultivating high-level networks, and contributing to the ICRC’s global humanitarian diplomacy and policy objectives through a networked approach.
**Accountabilities and Responsibilities**
* Contributes to the formulation of the delegation’s overall influencing strategies and translates core humanitarian issues into geopolitical and actionable analyses.
* Advises the delegation on pertinent national and regional issues, contextual dynamics, and their interplay with humanitarian action.
* Prepares reports, briefing notes, and other documentation to disseminate contextual and humanitarian analyses.
* Maintains awareness of and analyzes the principal perspectives and policy objectives of key stakeholders within the country, encompassing domestic bodies, diplomatic representatives, UN agencies, and humanitarian organizations, particularly concerning contexts and themes of mutual interest to the ICRC.
* Designs and implements the ICRC’s diplomacy and policy objectives by shaping the delegation’s engagement with humanitarian, multilateral, political, and regional forums.
* Develops, establishes, and maintains a robust network of high-level contacts within national authorities, RC/RC Movement partners, embassies, UN/INGOs, and other key stakeholders, facilitating access for management to these individuals.
* Engages with humanitarian coordination structures and multilateral organizations, under the guidance of the Head of Delegation/Deputy Head of Delegation, representing the ICRC in key forums and effectively communicating complex policy, political, and humanitarian issues to diverse audiences.
* Liaises with the policy and humanitarian diplomacy team in Geneva to remain informed of institutional policy positions and, as required, engages with delegations in London, Moscow, Paris, Washington, Beijing, Brussels, African Union (AU) Addis Ababa, GCC and New York to connect with ICRC broader policy and humanitarian diplomacy outcomes.
* Conducts briefings on the context and cultural sensitivities for delegation staff.
* Collaborates with RC/RC partners on policy issues of common interest, providing support as directed by CAI_MGMT and in coordination with the Movement Affairs department.
**Scope & Impact**
* Shapes the design of the delegation’s policy, humanitarian diplomacy, and political engagement objectives, thereby contributing to the achievement of the ICRC’s objectives at the national, regional, and global levels.
* Supports RC/RC Movement partners in their policy and diplomacy endeavors in close coordination with the ICRC Cooperation Coordinator, leveraging synergies and maximizing collective impact.
* Participates in the annual planning and budgeting process (Planning for Results), assumes leadership for objectives within the designated portfolio, and establishes policy/diplomacy direction while monitoring impact and outcomes.
* Geographic remit encompasses national and regional areas, with a focus on complex/diplomatic operations necessitating structured engagement with key stakeholders over extended periods.
**Communication and Relationship**
* Internally, interacts with the Head of Delegation (direct supervisor), other heads of department, as well as with NAME Policy and Humanitarian Diplomacy Division. Engages with delegations in key global hubs (e.g., London, Moscow, Paris, Washington, Beijing, Brussels, AU Addis Ababa, GCC and New York), and the Policy and Humanitarian Diplomacy Division at headquarters as required.
* Externally, independently interacts with high-level contacts, including government officials, UN agencies, humanitarian actors, Movement partners, and other relevant stakeholders.
