Job Description: **HSE Specialist**

**Job Summary:**

The HSE (Health, Safety, and Environment) Specialist is accountable for ensuring adherence to all relevant health, safety, and environmental regulations, organizational policies, and industry best practices within oil and gas operational sites. This position encompasses the identification of hazards, the implementation of safety protocols, the execution of audits, and the provision of training to personnel to foster a secure and environmentally responsible work environment.

**Responsibilities:**

1. **Health, Safety, and Environmental Compliance:** Ensure rigorous compliance with all applicable local and international HSE regulations, including but not limited to OSHA, NEBOSH, ISO 14001, ISO 45001, and API standards. Develop and implement comprehensive HSE policies, procedures, and safety programs. Proactively monitor workplace conditions to identify and effectively mitigate potential risks. Oversee the safe handling of hazardous materials, implement responsible waste management practices, and ensure adherence to environmental protection measures.

2. **Risk Assessment and Incident Prevention:** Conduct thorough Job Hazard Analyses (JHA) and Risk Assessments (RA) prior to the commencement of any operational activities. Identify potential hazards and propose appropriate corrective and preventive measures. Ensure the ready availability and proper utilization of all required Personal Protective Equipment (PPE). Conduct thorough investigations of accidents, near misses, and safety violations, and recommend effective solutions to prevent recurrence.

3. **Training and Safety Awareness:** Develop and deliver comprehensive HSE training programs for employees, contractors, and visitors. Conduct regular safety drills, including fire drills, spill response exercises, and emergency evacuation procedures. Actively promote a strong safety culture through targeted awareness campaigns, toolbox talks, and workshops.

4. **Inspections, Audits, and Reporting:** Conduct regular site inspections and internal audits to ensure ongoing compliance with all applicable regulations and policies. Meticulously document findings and submit comprehensive HSE performance reports to management. Serve as the primary liaison with regulatory authorities and third-party auditors during compliance inspections. Maintain accurate incident records, safety reports, and environmental impact assessments.

5. **Emergency Response and Crisis Management:** Develop, implement, and maintain robust emergency response plans. Lead the incident investigation team and conduct thorough root cause analyses. Coordinate effectively with medical and fire-fighting teams in the event of emergencies.
