Job Description:**Job Summary:**

This position serves as the principal business owner for Oracle Fusion HCM, responsible for aligning the system’s capabilities with the organization’s HCM operating model, which encompasses policies, standardized processes, and system-enabled outcomes. The incumbent will translate HCM strategies (workforce, talent, rewards, service delivery, compliance) into actionable Fusion functionalities, ensuring effective adoption, data integrity, privacy adherence, and realization of release value. Acting as a product owner, the role serves as the primary functional liaison between HR, business stakeholders, and IT/external partners.

**Principal Responsibilities:**

* **HCM Business Domain Management:** Oversee Core HR & Workforce Structures; Talent Management (Goals/Performance/Talent Review/Succession); Oracle Recruiting Cloud (ORC); Absence Management; Time & Labor/OTL; Compensation & Benefits; Payroll interface governance; and HR Help Desk/Service Delivery. (Security provisioning, integrations, and technical development remain the responsibility of IT/partners.)

* **Policy, Process, and Procedure Governance:** Maintain meticulous traceability from Policy to Process to Fusion design to Controls, ensuring alignment with Delegations of Authority and the HR service-delivery model (HR Business Partners, Centers of Excellence, Shared Services). Author and maintain HR Standard Operating Procedures (SOPs) and Work Instructions for system-enabled processes. Guarantee compliance with Saudi labor law and Personal Data Protection Law (PDPL)/data-privacy requirements, defining control points and audit trails.

* **Business Requirements and System Implementation:** Lead discovery efforts, process design, Business Requirements Documents (BRDs)/user story creation, and definition of acceptance criteria. Prioritize the product backlog based on business value and risk. Own the User Acceptance Testing (UAT) strategy and secure business sign-off for projects and quarterly releases, making informed adopt/defer and go/no-go decisions from a business perspective. Validate System Integrator (SI)/Application Management Services (AMS) functional designs, enforcing a “seeded first” approach and minimizing customizations.

* **Database Management:** Define data ownership, identify critical fields, establish quality thresholds, and define retention rules in alignment with PDPL/General Data Protection Regulation (GDPR). Oversee data loads/mass updates from a business-control standpoint, coordinating with IT for execution. Schedule periodic data audits and corrective actions; steward segregation of duties (SOD) and access governance in collaboration with IT.

* **Dashboard Reporting and Analytics:** Design and maintain performance dashboards reflecting key metrics such as turnover, headcount, and employee performance. Generate dynamic reports customized for management and various stakeholders to support informed decision-making.

* **HRIS Operations Oversight:** Supervise routine HRIS operations, addressing issues and ensuring optimal system functionality. Provide system guidance and support to HR staff and end users to ensure smooth operation and data access.

* **Strategic Systems Alignment:** Translate business and HR objectives into system configurations and functional specifications. Align HR workflows and system capabilities to enhance organizational efficiency and responsiveness.

* **IT Collaboration and Continuous Improvement:** Collaborate with IT staff to assess current systems and identify opportunities for improvement. Implement upgrades and customizations that refine user experience and support evolving business needs.

* **Trend Monitoring and Innovation:** Review Oracle quarterly update notes and roadmap, qualifying new features based on business value. Benchmark leading practices in GCC construction/industrial contexts and propose adoption plans. Pilot innovations (guided journeys, digital assistants, knowledge management) with measurable outcomes.

* **Miscellaneous Duties:** Prepare executive materials (steering committee packs, release impact briefs). Support policy revisions, audits, and regulatory inquiries. Perform other role-related responsibilities as reasonably assigned by HCM leadership.

* **Internal:** Director, OD & Manpower Planning, and other HCM employees; IT Department, Other Department Directors & Managers
* **External:** Consultants

**Required Qualifications:**

* **Academic Qualification:** Bachelor’s Degree in Human Resources, Management Information Systems, or a related field.
* **Other Requirements:** Oracle HCM Cloud Implementation Specialist certification(s) in relevant modules. Change management or project delivery credentials are a plus. Excellent proficiency in both English and Arabic is an advantage.
* **Years of Experience:** 7–10 years of total experience in HRIS/HR Operations, including 4+ years focused on Oracle Fusion HCM (Cloud) as a functional consultant/product owner across multiple modules.
