**TITLE: Emergency Telecommunications Cluster (ETC) Field Coordinator**
**CONTRACT TYPE: International Consultancy**

**DURATION: 11 months**
**BACKGROUND:**

**PURPOSE OF THE ASSIGNMENT:**
Based in Gaza, Palestine, and operating under the supervision of the ETC Coordinator in Gaza, the incumbent will be responsible for the deployment and maintenance of ETC systems and services. Within the scope of delegated authority, the incumbent will perform the duties outlined below:
**RESPONSIBILITIES:**
1. Serve as the primary liaison with Emergency Telecommunications (ET) service providers on behalf of cluster members.
2. Provide leadership to the ETC by organizing and chairing meetings to strategically coordinate the continuous identification of Information and Communications Technology (ICT) challenges and solutions to facilitate the delivery of humanitarian assistance.
3. Represent the ETC at Inter-Cluster and other relevant coordination meetings, including Area Based Coordination (ABCs) forums.
4. Ensure the integration of ETC activities into inter-agency documentation, such as the Humanitarian Needs Overview (HNO), the Humanitarian Response Plan (HRP), and Cluster performance reports.
5. Promote adequate ET preparedness through participation in the Inter-Agency contingency planning process.
6. Proactively raise awareness of the Cluster approach among organizations operating in the country and support the mainstreaming of this approach.
7. Maintain regular communication with all in-country stakeholders, including United Nations agencies, Non-Governmental Organizations, Civil Society organizations, national authorities, community engagement groups (e.g., Communication with Communities or Affected Population working groups), and the private sector.
8. Provide comprehensive information and reporting on local ETC activities to the ETC Coordinator.
9. Oversee the management and implementation of all ETC projects and services, coordinating with stakeholders and conducting periodic monitoring and evaluation activities.
10. Facilitate the installation of connectivity in common United Nations locations.
11. Develop, implement, and maintain Local Area Network (LAN and WLAN) and Wide Area Network (WAN) projects in collaboration with cluster partners.
12. Analyze networking issues and recommend solutions to improve equipment, facilities, and services.
13. Establish control systems to ensure the proper repair and functionality of all telecommunications equipment, maintaining satisfactory connectivity between users.
14. Maintain, upgrade, and enhance existing systems, including troubleshooting and providing ongoing technical support to users, resolving network problems, and advising on the utilization of new technologies.
15. Ensure appropriate data security and access controls, considering both local and wide-area considerations.
16. Track IT assets and other ETC equipment, coordinating with the administrative team to maintain an updated operational equipment inventory.
17. Recommend standard operating procedures and alternative ET solutions to partners, including cost/benefit analyses for each solution.
18. Engage with help desk services and provide necessary support to the operation.
19. Escalate problems to the appropriate parties in accordance with established procedures, identify problem patterns, and recommend solutions.
20. Support the training of staff and capacity building of humanitarian partners in-country.
21. Perform other related duties as assigned.
**DELIVERABLES:**
* Timely assessments and reviews, with comprehensive reporting.
* Regular monitoring of activities and provision of performance and financial reports.
* Consistent engagement with key local actors and partners through inter-agency meetings, with the establishment and maintenance of relationships with identified stakeholders.
* Regular representation of the ETC at inter-agency forums, including inter-cluster coordination working groups, area-based coordination meetings, and WFP meetings.
* Facilitation of connectivity installation in identified common United Nations locations.
