Job Description:**Formal Option:**
The incumbent is responsible for the adoption and implementation of the Client’s Portfolio Planning Management (PMM) and EXPRO’s Five-Year Projects, including Portfolio Planning (5 YPPP) processes and methodologies. This encompasses project registration, management of initial Stage-Gate processes, and review/updates to the National Guideline for Master Planning. The role requires managing the development of the National Master Plan, reviewing Cluster Master Plans, and approving Capital Investment Plans (CIP) identified within the Local Master Plan, ensuring alignment of all CIP projects with Key Performance Indicators (KPIs). Further responsibilities include reviewing and approving project business cases, ensuring project alignment with Master Plan requirements, and supporting Clusters in the periodic preparation/updates of the 5YPPP. Prioritization of projects within the 5 YPPP based on approved criteria, updating and finalizing the 5YPPP based on EXPRO team feedback, and collaboration with other Client departments to develop capital expenditure for specialized programs are also key. The incumbent supports the Client in coordinating with external governmental departments (e.g., municipalities) to ensure project alignment with expansion plans, and works with the supply and demand committee to maintain an updated plan. Monitoring the implementation of regional Master Plans and associated CIPs, assessing the capability of existing Client department staff, and recommending roles/responsibilities are essential duties. Integrating Client asset GIS data into a unified database platform, preparing a comprehensive on-the-job knowledge transfer program for the Strategic Planning department, coordinating water and wastewater service provision with main developers, drafting agreements and MOUs to provide services for developers, and coordinating with regional Clusters to ensure timely execution of agreements and relevant projects are also required. This includes attending coordination meetings with main developers, reviewing mega project requirements for water and wastewater service, ensuring inclusion within Master Plans, adhering to Hill International’s Quality, Environmental, Safety, and Occupational Health policies and procedures, and performing other duties as assigned by the line manager/supervisor.
Skills:
Bachelor / Master of engineering or urban planning from an accredited university.
Minimum 20 years experience in related field on national / international major initiatives and developments.
A record of close engagement with utility providers and wider commercial and public cluster stakeholders.
Expert in major development master planning and urban planning preferably at national levels.
Thorough knowledge of urban and infrastructure planning disciplines.
Expert in the development of water and wastewater master plan
Extensive experience of working internationally (preference for Middle East / KSA).
Preferable cultural understanding of project management within KSA.
Excellent verbal and written communication skills.
