Job Description:**Subject: Cost Section Manager Opportunity – Soudah Development Project**

Parsons is seeking a highly qualified and experienced Cost Section Manager to assume responsibility for the Cost Management function within the Soudah Development Project. This pivotal role demands a seasoned professional capable of overseeing cost accrual, forecasting, and budget tracking at both the individual project and program levels.

The successful candidate will be instrumental in establishing standardized work breakdown structures (WBS) and cost breakdown structures (CBS) in close collaboration with Soudah Development and its Delivery Partners. Furthermore, they will maintain a strong interface with the Project Controls function to ensure the effective implementation of controls pertaining to budget, cost, reporting, risk, and change management. This includes developing and implementing cost and estimating management standards aligned with industry best practices, facilitating program-wide compliance.

The Cost Section Manager will provide leadership for all estimating tasks, ensuring proper allocation of assignments based on team member expertise and adherence to company estimating practices, techniques, processes, procedures, and relevant policies. They will offer guidance and specialized assistance in resolving complex project estimating and cost control challenges.

Effective communication and collaboration are paramount, requiring regular interaction with Soudah Development and other Delivery Partners, attendance at meetings, and the provision of statistical reports. The role encompasses responsibility for all project/program estimate scope requirements and associated probable costs for contracted services, leveraging knowledge of resource skill sets and durations to ensure timely delivery of all estimating products.

Furthermore, the Cost Section Manager will assess the impact of design/construction changes and schedule slippages, in coordination with the Project Controls function, and oversee the maintenance of a hierarchical system for plans and schedules. Responsibilities also include conducting performance reviews, providing personnel development for assigned employees, and recommending customizations to project control systems to meet specific estimating requirements.

**Required Qualifications:**

* Bachelor of Science degree in Engineering or Construction Management.
* Minimum of 18 years of experience in cost estimating, cost planning, reporting, and analysis, with demonstrated expertise in establishing estimating criteria and supervising project cost engineering activities.
* Expertise in Cost/Budget management utilizing PRISM, SAP, and Microsoft programs.
* Demonstrated leadership and stakeholder management skills.
* Proficient written and oral communication, organizational, interpersonal, and customer service skills.
* High proficiency in Microsoft Excel and adaptability to customized estimating software.
* Ability to work effectively in teams and follow through on assignments.
* Ability to clearly deliver work instructions in a complex stakeholder environment.
* Strong knowledge and familiarity with project controls software, including Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System).
