Cost Control Manager

Job Description:

  • Develop and manage comprehensive cost plans in collaboration with project stakeholders and consultants
  • Track and report costs against approved budgets, including committed, incurred, and forecast costs
  • Prepare detailed job cost reports, highlighting variances, earned value, and month-to-month movements
  • Validate and verify all commercial and financial performance aspects of projects
  • Ensure timely and accurate final accounting, including claims and outstanding payments
  • Oversee the preparation of pricing schedules or Bills of Quantities for RFPs and post-contract documents
  • Provide expert cost consultancy services and manage all aspects of contract administration
  • Generate regular cost reports, including updated cash flow forecasts and payment reconciliations
  • Conduct cost estimates and comparisons for alternative design or construction solutions
  • Review and recommend variation payments, verifying payment applications from consultants and contractors
  • Prepare recommendation reports on claims, assisting in negotiations and settlements
  • Maintain project retention, insurance, and bond register status reports
  • Submit comprehensive monthly reports detailing project status, cost control measures, and financial performance
  • Ensure accurate and timely documentation of all cost management activities 

Skills:

  • Bachelor’s degree in Engineering, or a related field
  • Minimum of 15 years of experience in cost management, preferably in large-scale hotel projects
  • Strong knowledge of cost control principles, budgeting, and financial analysis
  • Proficiency in cost management software and tools
  • Excellent analytical and problem-solving skills with a keen eye for detail
  • Outstanding communication skills, both written and verbal
  • Proven ability to work collaboratively with multiple stakeholders
  • Strong organizational and time management skills
  • In-depth understanding of contract administration and change management procedures
  • Experience in risk management related to project costs
  • Familiarity with the rail and transportation industry is a plus
  • Professional certification in cost management or project management (e.g., CCP, PMP) is preferred
  • Demonstrated ability to maintain high standards of professional ethics and integrity
  • Proactive approach to identifying and resolving cost-related issues
  • Flexibility to adapt to changing project requirements and deadlines
