Change Management Consultant
Location: Oman (On-site)
Contract Duration: 12 Months “Renewable”

Job Overview:
We are seeking a highly experienced and certified Change Management Consultant to support the implementation of the National Digital Transformation Change Management Framework. The consultant will work closely with the Change Management Section and targeted government entities to drive cultural and operational transformation aligned with Oman’s digital strategy.
Key Responsibilities:
Strategy Execution & Advisory
- Collaborate with the Change Management Section to implement the national strategy effectively.
- Advise and support government entities in adopting change management best practices.
Assessment & Planning
- Conduct diagnostic assessments for 5 selected government entities.
- Deliver one diagnostic report and one actionable change management plan per entity.
Supervision & Monitoring
- Oversee the implementation of entity-level change plans.
- Conduct quarterly reviews and submit status briefs for each entity.
- Consolidate progress into a comprehensive quarterly report.
Adoption & Maturity Measurement
- Evaluate digital transformation adoption across 10 ministries using pre-defined KPIs and maturity indicators.
- Develop comparative dashboards and analytical reports.
Awareness & Engagement
- Support in planning and executing 3 awareness events (excluding logistical arrangements).
- Assist in implementing the Change Management Champions program.
Training & Capacity Building
- Design and customize Arabic workshop content, handouts, and exercises.
- Improve content based on feedback from sessions.
- Empower and support digital transformation teams within government institutions.
Knowledge Sharing
- Develop 8–10 knowledge products (e.g., articles, case studies, briefs).
- Ensure alignment with the program’s communication guidelines and strategic messaging.
Skills:
Qualifications & Experience:
- Bachelor’s or Master’s degree in Business Administration, Organizational Development, IT Management, or a related field.
- Minimum 7–10 years of proven experience in change management consulting, ideally in government or public sector transformation projects.
- Recognized Change Management Certification (e.g., Prosci, APMG, or equivalent) is mandatory.
- Proven experience in digital transformation projects is highly desirable.
Skills Required:
- Deep understanding of change management methodologies and tools.
- Strong project management and organizational skills.
Excellent written and verbal communication in English; Arabic is a strong advantage. - High-level presentation and stakeholder engagement skills.
- Report writing and analytical dashboard creation.
