We have an urgent opening for one of our esteemed client based in Oman, for the position of Project Control Manager!!!!

ROLES AND RESPONSIBILITIES.

To manage the project control resources required to deliver a multiple million dollars EPC project. & unit rate contract

To support the project manager with progress reporting including schedule updates, forecast to complete, variance identification and opportunities for improve

 

Possess scope control and change management proven knowledge. Guide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns and potential mitigation

Identify and communicate design changes, scope changes and schedule slippages and potential impacts and participate in the identification of mitigations Ensure trends of cost and schedule are identified, manage change management process and communicate and suggest corrective actions

Oversees project baseline process for cost, schedule and progress and ensure all project systems are implemented according to process and company standards and procedures

Ensure full implementation of company processes and procedures as well as industry best practices with regards to project controls on the project following the company project stage gate process

Establish risk management protocol which includes identification, documentation, mitigation and tracking of potential risks on the project. In addition, determine potential cost and schedule/progress impacts of potential risks as they are identified

Establish and manage project schedule development, review and update processes and to ensure accuracy and alignment with the overall master schedule.

Manage and ensure all project required reporting is pared and submitted as per approved reporting schedule for the project

Evaluate labor cost and hour and manpower requirements against budget constraints.

Produce and maintain accurate project schedules and understand schedule resources loading.

Manage complete financial cycle such as vendor purchase orders, client, cost proposals and invoices.

Administer market budget and track and report project finances.

Plan and execute systems, resources and staff to support project and market schedules.

Maintain current internal client database records and document control systems.

Prepare monthly reports and assemble data to consolidate.

Create control budget and review and authenticate cost reports and change notices., EAC preparation

Recommend training and professional development of project control staff.

Monitor functional staffing plans and support hiring of project controls personnel.

Implement and ensure cost control processes to report on estimates, expenditures and cost commitments accurately.

Should handle 10 to 20 Sr planners Mentor and lead a large staff of project controls team members, ensure project is staffed appropriately, conduct regular staff performance reviews and manage any staffing issues that may arise

Should able to  handle  25 to 30 porjects   value  ranging 0.5 M US $ to 20 M US $

Clear understanding on scope of work for every phase of the project.

Clear understanding on the contract terms & conditions with special focus on special terms and conditions, payment terms, LD clause, requirements of HSE, Quality Plans, various method statements, temporary facilities that is needed, free issue materials if any etc.

Review of critical activities that need outsourcing including heavy lifts.  VIPs Plan

Project Execution Plan (Covering above requirements.)

Managing subcontracts and procurement with in the project budget and utilizing approved vendors and subcontractors within the organization or by the clien

Clear understanding on Earned Value Calculations, floats‐ FF & TF, P6 settings, links etc.

Establishing project control procedure for the project.

To ensure activity IDs, WBS, Activity codes etc are in line project control procedure and as per client requirements.

Resource and cost loading for the schedule are as per client requirements.

Necessary weightage distribution between phases and activities are carried out considering both cost and man‐hour requirements for the project.

Necessary client approvals for resource calculations are taken up based on mutually accepted productivity norms.

Necessary client approvals for weightage distribution, progress measurement systems are carried out and in line with the project control procedure for the project.

Maintaining the baseline schedule and progress against the baseline schedule.

Maintaining and up‐keeping of a risk register for the project.

Periodical review on delays and reasons attributed with respect to changes in scope of work, changes in specifications during the project, delay in deliverables or work access by others and calculating extent of delays on contractor or client based on the same.

Revisions to baseline schedule when required and preparation of catch up plan and impact of resource requirements as needed.

Ensure necessary delay claims and extension of time are carried out at the right time along with necessary supporting documents, proof etc. Cost impact due to lack of access or deliverables, total idle man‐hour calculations, extra direct and indirect expenses etc.

Cost control of the project considering the progress of activities and related earned value for the activities, expenses against budget for various heads etc.  Review of critical activities & critical path of the project.
