**Objective:**
To strategically position the World Food Programme (WFP) with public, private, and external stakeholders to cultivate policy endorsement, resources, technical expertise, and innovative solutions in furtherance of WFP’s mission, while supporting Member States in the achievement of the Sustainable Development Goals (SDGs) and Zero Hunger, emphasizing WFP’s contributions.
**Key Responsibilities:**
Under delegated authority, the Partnerships Officer will execute the following responsibilities:
1. Lead the implementation of a comprehensive work plan for the assigned area, enabling WFP to identify, develop, and strengthen high-quality partnerships in support of its strategic objectives.
2. Collaborate with internal functional units, Regional Bureaux (RBs), and Country Offices (COs) to refine WFP’s thematic, regional, and country-specific offerings, crafting content and language tailored to diverse audiences and aligned with ongoing policy dialogues in national and global forums, ensuring consistency in partner engagement across the organization.
3. Proactively manage a diverse portfolio of partnerships, including partner profiling, data analysis, trend analysis, and outreach planning, to optimize resources and leverage policy and technical support for WFP’s operations, ensuring partner visibility and adherence to agreed-upon conditions.
4. Facilitate corporate dialogue with partners through the preparation of high-quality briefing materials, proactively identifying strategic opportunities and potential challenges for senior management, and recommending optimal courses of action to foster trust and engagement in WFP’s mission, supporting the preparation of joint events (e.g., UN pledging conferences) that advance WFP’s objectives.
5. Gather and disseminate partner intelligence (including forecasting) using relevant information systems (e.g., WINGS, Salesforce, WFPGo), and rigorously evaluate results.
6. Support functional units, RBs, and COs in developing partnership strategies, including Partnership Action Plans, and provide support for partnership/contribution management in accordance with corporate norms, processes, and legal agreements, collaborating with WFP entities and external stakeholders to ensure the quality of proposal and report writing.
7. Promote partnership growth by identifying opportunities to expand existing partnerships and cultivate new relationships, based on thorough assessments, analysis, and due diligence, presenting recommendations to senior management and ensuring appropriate follow-up.
8. Contribute to the preparation of partnership proposals, strategic agreements, joint strategies, and Memoranda of Understanding (MOUs), adhering to corporate norms, processes, and external regulations, ensuring content quality through collaboration with relevant functional units, RBs, and COs.
9. Utilize socio-political insights to strategically position WFP with national governments, regional, and international institutions, influencing the policy agenda in support of WFP’s objectives.
10. In the context of the UN system and multilateral forums, support the development of partnerships with Member States, civil society organizations, and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda, advancing WFP’s priorities and policies based on a comprehensive understanding of Member States’ dynamics and interests.
11. Solicit inputs from other WFP entities contributing to inter-governmental/inter-agency work to ensure WFP positions are accurately represented and considered in decision-making processes.
12. Manage staff effectively, providing coaching, training, and guidance to foster professional development and ensure high performance.
13. Integrate gender perspectives into all areas of work to ensure equitable participation of women and men.
14. Contribute to preparedness actions by providing technical recommendations and guidance, monitoring identified risks, and recommending effective mitigation strategies.
