Job Description
Background:
The Syria Recovery Trust Fund (SRTF) was established for the financing of reconstruction activities to rebuild the country and alleviate the suffering of the Syrian people as a result of the on-going conflict. The SRTF was created to provide the international community with a vehicle to offer financial support to the National Coalition for responding to the needs of the Syrian people.
The Management Unit (MU) was established to manage the Fund and its allocations to projects addressing reconstruction, recovery and stabilization to alleviate the suffering of the Syrian people.
Governing bodies of SRTF are:
· The Steering Board (SB), with frequent meetings two times a year.
· The Management Committee (MC), meeting every three months.
· The Director General of SRTF (DG).
1. Key Responsibilities
The Monitoring and Evaluation (M&E) Officer’s responsibility is to coordinate and support day-to-day implementation of the monitoring and evaluation of all Fund and project activities, in accordance with the respective Results Framework. Key responsibilities of the M&E Officer include but are not limited to the following:
- To apply – and if necessary recommend adjustments to – policies, procedures, templates, and tools utilized by the Monitoring & Evaluation Section, Recovery Section, and Stabilization Section and their implementers and to ensure adequate and suitable tracking of efforts, activities, outputs, and outcomes of Fund-supported programming;
- To support SRTF staff – and if necessary to provide guidance to implementing entities – on the development and revision of project results frameworks (i.e., project logical framework matrices), M&E plans, and data-capture/reporting tools;
- To create, adjust, and/or modify field reporting templates, to launch these in coordination with the Projects’ Coordinator or other relevant SRTF staff, and if necessary to train relevant staff and implementers in the application and use thereof;
- To review and ensure completeness of field reports for all active Stabilization Interventions, and to provide as-needed assistance to the Monitoring & Evaluation Associate in her/his review of reports for Recovery Projects;
- To collate field reporting data and maintain comprehensive overview files;
- To prepare regular (monthly, quarterly, annual, and other as requested) reports on the results of the portfolio of Fund-supported projects, for MU-use as well as for stakeholders;
- To draft and revise key portions of project-related documents as needed (e.g., logframes, closure reports, etc.);
- To periodically supervise implementation and results of the Fund’s M&E procedures and suggest modifications as required;
- To create, adjust and/or modify, and analyze field surveys and other tools in assessing project and programme outcomes;
- To create, adjust, and/or modify thematic maps pertaining to project locations, statuses, sectors, and outcomes, and other maps upon request of the MU management;
- To contribute and support the Independent Monitoring Agent (IMA) in implementation of their tasks and review of their results;
- To support the focal point on evaluations and to assist in reviewing the results of both projects and the programme as a whole (incl. internal and external [e.g., midterm] evaluations);
- Any other duties that may be assigned by the MU management.
Skills
1. Competencies
Minimum qualifications
- University degree in social science, planning, public administration, development, or similar
- At least 5 years of experience and a proven track record with M&E systems, preferably in major, donor-financed emergency aid or development funds with local partners in developing countries
- Sound knowledge of project cycle management and/or results-based management
- Strong skills in Microsoft Excel and Word
- Strong organizational skills, especially regarding storage and maintenance of digital files
- Ability and readiness to work in Amman, Jordan
- Fluency in spoken and written English
- Working knowledge of Arabic
Additional advantages
- Competency in GIS (preferably qGIS)
- Intermediate programming skills in one or more of the following: SQL, Python, or R, with specific focus on data analysis and data visualization libraries
- Expert in Microsoft Excel, incl. experience in data cleaning, knowledge of Index-Match and other advanced formulas, creation and use of Pivot Tables, and competency in Visual Basic
- Arabic fluency
- Advanced degree (Masters or higher) from an international institution of higher education
- Experience drafting and/or conducting consumer-oriented surveys, plus know-how of analysis
- Experience in database management
- Practical experience of working in an emergency aid and/or development co-operation context in a conflict, post-conflict or fragile state
- Experience in working in Syria and/or neighboring countries

2. Reporting
The Monitoring and Evaluation Associate reports to the Monitoring and Evaluation Section Head, and in his absence to the Chief Operations Officer (COO).
