JOB PURPOSE
Expert advice and leadership
- Ensure supervision of team members in all locations under his/her responsibility.
- Ensure logistics and supply managers have access to relevant technical advice and support on supply chain operations and planning (covering operations, risk assessment and mitigation/management, preparedness and capacity building).
- Facilitate discussion and agreement on the use of common standards and tools among logistics and supply managers; and promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice.
Needs assessment, prioritization, project planning and implementation
- Working across agencies and organizations, lead a continuous identification and assessment of logistics capacities, gaps and bottlenecks in country.
- Join inter-agency needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible in any given emergency context.
- Support the development of an overall engagement strategy, based on the common gaps and needs identified and update it regularly according to evolving needs.
- Provide technical support to the operations team in Al Arish
KEY ACCOUNTABILITIES (not all-inclusive)
Effective inter-agency coordination
- Organize and chair regular Logistics Coordination meetings to coordinate the continuous identification and prioritisation of logistics needs, as well as technical solutions adequate to overcome bottlenecks and ensure delivery of humanitarian aid/relief through the Jordan Corridor
- Establish and ensure fluid and regular communication and coordination with all relevant stakeholders in Amman, including national counterparts, supply and logistics managers in national and international humanitarian organizations.
- Represent the Logistics Cluster in all forums at country level and ensure all information is shared with the Cluster Coordinator.
- Support the coordination of convoys from Amman to Gaza and ensure coordination between all stakeholders, including national authorities, national and organizations.
- Provide leadership and guidance to the teams in Amman.
Short Description
Information management, Monitoring and Evaluation
- Support the collection, analysis and dissemination of relevant logistics information (including – but not limited to – capacity mapping, risk and gap analysis)
- Through coordination with IMPACCT Working Group, engagement with Customs Authorities, Ministries and partners, facilitate importation processes, address partner’s queries and develop customs and importation SOPs.
- Ensure the proper reporting, communication and coordination with the relevant stakeholders, internal and external.
- Support the consolidation and sharing of key logistics information and procedures, such as Concept of Operations and Standard Operating Procedures (SOPs) ensuring they are regularly revised/updated when required.
- Support the preparation of project proposals.
- With the support of the IM team, ensure collection and dissemination of incoming pipelines.
- Ensure information on humanitarian convoys is shared with relevant stakeholders.
- Support the proper management of RITA and cargo tracking, ensuring regular feedback on challenges and issues are reported to the Cluster Coordinator.
- Sensitize partners on the correct use of Cluster services through dissemination of relevant SOPs.
Skills
STANDARD MINIMUM QUALIFICATIONS
A university degree in Supply Chain Management, International Business, International Relations, Humanitarian Project Management, Business Administration and related field or equivalent relevant experience.
At least 6 years professional experience in humanitarian project/programme implementation (incl. assessment, management of operational budget and funds, monitoring and evaluation).Out of which
- at least 2 years professional experience in project/programme coordination and management, including serving in a supervisory role
- at least 2 years professional experience in emergency response operations (natural disaster and/or complex emergency) and/or preparedness projects
- at least 2 years professional experience in supply chain and/or logistics operations (i.e. land transport, international shipping or air transport, warehouse management, freight forwarding, etcetera).
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language.
FUNCTIONAL CAPABILITIES
- Sectoral Logistics Assessment (local market, government and humanitarian actors’ capacity) is conducted, analysis and report are produced including recommendations to define/revise the current sectoral coordination mechanism/architecture.
- Sectoral Logistics strategy is developed based on the Sectoral Logistics Assessment report recommendations.
- Resource requirements for the Sectoral Logistics strategy are developed, monitored (incl. effective follow-up on the relevant budget lines of the Lead Agency), and communicated as needed.
- Advocacy paper are produced when and where required.
- Technical guidance, guidelines and best practices are produced and shared with partners when and where required.
- Produce reports on activities and provide guidance document for corrective measures and the future of the project.
- Develop and provide briefings on logistics and access constraints, the Cluster Approach and implementation of the Sectoral Logistics strategy are delivered to government officials, donors and other stakeholders.
- Participate to the production of key information products and ensure IM products are shared with relevant stakeholders.
- Activity reports are produced with analysis of achievements and recommendation for improvement.
- A handover/debriefing report is prepared.

OTHER SPECIFIC JOB REQUIREMENTS
Essential:
Understanding of the international humanitarian response architecture, including co-ordination mechanisms, Humanitarian Reform and humanitarian action, and international emergency response funding mechanisms.
Experience of high-level coordination, including serving as the chair of a multi-lateral working group (i.e. any output-oriented group of independent stakeholders); an ability to work within a diverse group, build/develop consensus and deliver on joint outputs.
Partnership and service mindset, integrity, result oriented, proactive engagement, gender and culturally sensitive.
Demonstrated ability to work productively in remote and high-pressure environments, to motivate a team, maintain morale and deliver on objectives in difficult circumstances.
