Headquartered in Luxembourg, EIB Global is expanding its activities also in the EU Neighbourhood.

EIB Global is seeking to recruit for its Corporate Lending Division for the Neighbouring Countries at its regional office in Cairo, a:


Business Analyst / Finance Officer


This is a full-time position.


The initial term of this contract will be 3 years*.


This position is open to nationals of Egypt.


Employment with the EIB is subject to pre-employment screening. Appointment of a selected candidate is conditional on a successful completion of the EIB pre-employment screening.


Although mainly operating from the Regional Office where he/she will reside, the successful candidate should also be prepared to travel within the region and occasionally to headquarters in Luxembourg.



The EIB seeks to appoint a Business Analyst/Finance Officer to assist in carrying out EIB structured financing operations in Egypt and the Mashreq region, who will work within a team of international and national personnel located both in the region and in the EIB’s headquarters. The selected candidate will have the opportunity to make a varied, interesting and substantial contribution to the assessment and development of the EIB private sector and in particular structured finance activity.


Operating Network

The Business Analyst/Finance Officer will work under the operational guidance and report to the Head of Corporate Lending Division for the Neighbouring Countries (located in Luxembourg) and will report to the Head of the Regional Office in Cairo for administrative and institutional matters. Frequent travelling in Egypt and, occasionally, in the wider region and to Luxembourg (HQ) is to be expected.


In case of business needs, the Business Analyst/Finance Officer may be requested to support other EIB public and private sector activities.


Main responsibilities


  • Assist and collaborate with loan officers in HQ throughout the project cycle, including for project identification and origination, structuring and credit analysis, due diligence, finance contract negotiation and closing, implementation and disbursement, monitoring;
  • Provide substantial support and advice for project due diligence and transaction structuring with examination of sector data and information, detailed analysis of financial proposals and transactions (bespoke structuring and cash flow modelling) and counterparts (financial statement analysis)
  • Keep abreast of market and relevant sector developments and provide briefings to HQ;
  • Develop and maintain relationships with project promoters, the EU Delegation, IFIs and commercial co-lenders, relevant Ministries and authorities based in Egypt (or the region as relevant) to identify and examine project proposals as well as their wider sector and institutional context;
  • Support HQ in the preparation of operational missions, draft briefings, speeches and other material for official visits and other high level institutional meetings linked to operational activities;
  • Upon request, represent the EIB at stakeholder events;
  • Participate and contribute when required to the activities organised by the Cairo regional office (events, team meetings).




  • Bachelors or preferably a Masters’ degree in Finance/Economics or a business related discipline;
  • At least 3 years of relevant experience in structured and/or project finance in international markets for a commercial bank, investment bank or development finance institution;
  • Working experience in an international organisation and knowledge of Public Private Partnerships would be a clear advantage;
  • Excellent knowledge of international and local accounting principles and of financial analysis;
  • Knowledge of the standard IT office tools (Word, Excel, Power point);
  • Excellent knowledge of spoken and written English and Arabic;
  • Dynamic pro-active individual with excellent interpersonal skills and business acumen;
  • Strong analytical and problem solving skills with attention to detail.
